Permits

Any activity which will occur on, or any construction/modification which will alter or adversely affect District facilities, easements, or rights-of-ways must be sanctioned by an applicable District permit approved by the Board of Directors. Permits are not transferable to subsequent owners of interest. Examples of such structures or activities are, but not limited to:

  • Discharge of water into District canals, laterals, and drains

  • Lowering agricultural buried drain manholes

  • Stock water and lawn water pumps

  • Fences and cattle guards

  • Road crossings (culvert or bridge)

  • Waterline crossings (irrigation, domestic, industrial, sewer)

  • Powerline crossings

  • Buildings

  • Communication line crossings

  • Ditches

  • Lining or piping canals, laterals, and drains

  • Realignment of District channels

  • Installation of additional turnouts

  • Modification of measuring devices

  • Elimination of turnouts

  • Elimination of unused channels

  • Ponds

  • Grazing

Parties interested in obtaining a permit should complete the SCBID Permit Application. The permit is available at our District office, our watermaster offices or the link below. Applicants may be required to prepare and submit sketches/drawings of the proposed project for review. These sketches/drawings shall contain at a minimum, the location of the project and general details. Completed applications and supporting documentation can be returned to our District office or via email to engineerclerk@scbid.org.

Once the application is received, the District may arrange a field visit with the applicant to the proposed project location for further review. After review of the project, a permit will be prepared outlining specific requirements and conditions applicable to the proposed work.  If applicable, engineered drawings will be provided by the District at this time (new turnouts, structural modifications, etc.).

The permit will be presented at the next regularly scheduled Board of Directors meeting for approval. If approved, the applicant must sign the approved permit and pay any associated fees at that time.  If denied, the applicant will be contacted and notified of the decision.  The applicant shall be responsible to make arrangements with the District for all required inspections.  Failure to do so will result in cancellation of the permit.

All permit applications must be received by the District’s Engineering Department at least 45 days prior to a regularly scheduled Board of Directors meeting to be eligible for consideration at that meeting.
